If you chose "assoicate a file type or protocol with a specific program" that shows ALL files types in the entire system - some which apply and some which are obsolete. From what I've read, this extension applies mostly to older versions of Windows. It is not specific to Internet Explorr (and neither are alll the rest - it's a completel listing for Vista). To see the internet explorer defaults you need to select "Set program access and computer defaults."
I am virtually certain this extension has nothing whatsoever to do with IE or java or error 1719 or anything associated with IE or with your network.
Error 1719 usually means a Windows Installer problem. Try using the Windows Installer Cleanup Utility http://www.softpedia.com/progDownload/Windows-Installer-CleanUp-Utility-Download-18442.html and see if that helps.
