I did exactly as instructed by Srimadhwa B and restarted my Surface RT hoping that my program would startup when Surface booted up.
Configuring Startup Programs in Surface RT!
I want to setup my Surface RT to start certain programs when it boots into Windows 8.1. I've tried including a Key String of the program *.exe file in Registry Editor location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run; as I have done in my desktop version of Windows 8.1 Pro but it doesn't run when it boots up.
Is there another way of setting it up?

Thank you for posting in Microsoft Community.
Let us follow these steps to add a program to the startup folder.
- Press “Windows key + R” to get the run window.
- Type “shell:startup” and hit ok.
Now, you may put the shortcuts of the programs you want to start automatically started into the folder.

How about giving some details about what you did and what you saw when you tried the suggestion? Remember your words have to substitute for what our eyes might notice.
