We wouldnt be using proxies if we had direct access to the internet. The solution is not to disable proxies but to enable windows store to work through a proxy.

I have Windows 8 Pro. I am using academic network to access internet and it uses proxy. Its very slow, cause it is running a filter and there is like 8000 people on this one IP address. I can access all websites normally (except those blocked by filter, which are groups like adult material and filter avoidance software). I added proxy in internet options, and I have added proxy in netsh in command prompt with command:
netsh winhttp set proxy "and here goes proxy:port". I can't download any app from MS store. When i try to download some, i always end up with error 0x80200013 which is some kind of network synchronization error and many people get it on MS store. Windows update is working fine. (Strange because everyone that reported this error also had problems with WU). I contacted helpdesk of this academic network, and they told me to add this proxy in netsh. (that stuff hasn't helped very much, and they got angry cause I contacted them instead administrator, which by the way doesn't exist anymore, cause he got fired). When on some normal network MS store works fine. I found some troubleshooter for MS store and it said something like update graphics driver (which is newest version), and that some files are missing. (which is also odd because MS store works fine on other networks)
I would be grateful if anyone shared some info about this, cause i don't know what to do.

If the guy is using proxy, its because he needed. One can not simple disabled it.
Are you serious about MS Store doesn't work under proxy conections?
If yes.. thats such a shame. Next Windows update should fix this ASAP.

After you disable the proxy settings for LAN nothing works!! I am too in an academic institution and enabling proxy settings is the only way we have to access internet. As Dejan said, I too am unable to reach Windows store. You guys should fix this somehow.
Doesnt work with Windows 10 Store using Cisco Cloud Web Security on a Cisco ASA. Removing the machine from behind the ASA and onto a non-proxied internet connection and it works fine. So, the proxy is blocking the Windows 10 store connection.
Microsoft should be supplying proxy exception whitelists for the store and app updates.
