Directx 9.0c / Direct3D issues - GTX550ti Nvidia

Hey there everyone, 

Operating System: Windows 7 Ultimate - 64 BIT (Service Pack 1)

I've tried all other options of getting support for this issue and now i'm at my last resort. I tried to play 3 separate games today (Grand Chase, Tales Runner and Combat Arms) which are all MMO style games that you download and play. Each of the games are telling me that Directx9.0c / Direct3D is required to play the games and they throw up errors which according to the Support guys for the games themselves lead to there being a DirectX issue or a Graphics Card Issue...

I went to the NVIDIA site and after reinstalling the graphics driver completely and removing it then replacing it they can't seem to find a problem with my card itself either... Which leads me to believe it might be a registry or DirectX problem.

I've ran a CHKDSK /r on the C drive and it didn't come up with any issues, i did an Sfc /scannow and the same happened again.

My biggest problem with the theory that it's a DirectX issue is that DXDiag doesn't seem to indicate any problem and my graphics card isn't the issue because i can play all other games just fine (Civilization V for example works on both DX9 and DX11) and i don't think it's the games because it's three games giving me this issue now and not just the one. I've reinstalled the June 2010 SDK and this also didn't fix the problem

I would like any and all assistance in fixing this issue and for your convenience i'll post a copy of my DXdiag results, i've also tried a completely clean boot through msconfig to see if that fixed the issue but unfortunately the issue remained.
