Unable to launch Explorer.exe and Command Prompt

Windows 8.1, cannot launch explorer.exe or command prompt.  Can get around slightly by launching control panel and browsing to directories but am stuck.  Any assistance is much appreciated.  Laptop is only a month old and have minimal programs installed (Avast, Office 2013, HR Block Tax Cut and iTunes)

    Hi Deb,

    1. Were there any changes made on the computer prior to the issue?
    2. Do you have Autodesk Inventor installed on the computer?

    This issue might occur due to third party programs installed on the computer. Follow these methods to troubleshoot the issue:

    Method 1:

    Step 1:

    I would suggest you to restart the computer in **safe mode** wherein the computer starts with basic drivers and no third party programs. It helps us check if the issue persists with basic drivers too.

    Step 2:

    If the issue doesn’t occur in Safe mode, you may try to restart the computer in a **clean boot** mode to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts.

    Note: After troubleshooting, refer to the section “How to reset the computer to start normally after clean boot troubleshooting” to return the computer to a Normal startup mode.

    Method 2:

    Run a System File Checker (SFC) scan and check if that helps. Refer the following steps to run SFC scan:

    1. Swipe in from the right edge of the screen, and then tap Search.

    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.)

    1. Enter “CMD” without quotes in the search box, tap or click Apps
    2. Touch and hold the Command prompt tile in the search results. Then drag your finger down until the tile is outlined by a solid line. Once it happens release your finger from the screen.
    3. Tap or Click Run as administrator.
    4. In the command prompt type “sfc /scannow” without quotes and press Enter.

    1.  I had installed TaxBlock (which I have since uninstalled), Avast antivirus, iTunes and Office 2013.
    2.  I do believe I have Autodesk installed.

    For your suggestions:

    Method 1:  Safe mode, file explorer worked however it did not work in clean boot mode

    Method 2:  Since I am unable to launch a command prompt with the current issue I booted in safe mode to command prompt and ran the sfc /scannow without any issues found.

    So I am still unable to launch file explorer and need further assistance to get this fixed.
