To help you suggest steps to resolve the issue, I would appreciate if you could answer the following questions:
Were there any changes made to your computer recently?
I would suggest you to disconnect all the external devices (except mouse and keyboard) plugged in to your computer, and try to check if the problem persists.
Method 1.
I would suggest you to boot your computer using Last Known Good Configuration. You can refer to the following article to do so.

Method 2.
Try to perform a Hardware clean boot on your computer. You can refer to the following steps to perform a hardware clean boot.
a.Click on Start and in Start searchtype in "Device Manager".
b.In Device Manager, disable the items in Display Adapter, Floppy disk drive, Network Adapter, Modem and Sound, Video & Game Controllers.
c.Right click on each of the devices and select Disable.
I would like you to check now, if the issue persists or not. If the issue does not persist, I would suggest you to download the latest drivers for the Display Adapter, Floppy disk drive, Network Adapter, Modem and Sound, Video & Game Controllers from your computer manufacturer’s website. After downloading the latest drivers, you can may install these drivers and check if the issue still persists.
Method 3.
Disable all the security software temporarily installed on the computer
I would suggest you to disable the third party anti-virus software and firewall that you have installed on your computer. Here are the links which say how to do so.

Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
