It has to be a hardware issue. I can't do any of those steps because the computer restarts it self even before the monitor turns on. No there was no changes prior to this issue and no message pops up because like I said the computer restarts itself before the monitor comes on.
Computer restarts after every 5-10 seconds, won't even boot to BIOS.
About 3 years ago I bought a Gaming PC from Cyberpower. It was working fine until a couple months ago when my PC kept on restarting. It was restarting itself right before BIOs could become available so I didn't have access to windows or BIOs as it just kept on restarting itself without any display on the monitor. I opened the case up, made sure everything was secured and i took out the graphic card (6950 Radeon), dust it off and put it back in again. It worked fine after that..... until the problem reoccurred again recently. I tried the same steps as before but this time it did not work. I can't get into BIOs or windows also nothing displayed on the monitor.
The computer runs for the first 10 seconds then shuts off for 5 seconds, then it repeats itself........10 seconds on, 5 seconds off.
On the mother board, All the phase lights are on and no diagnostic warning beeps was heard.

Well, if you are not able to boot the computer even to the manufacturer's logo, then it seems to be something suspicious with the hardware. In that case, I would suggest you to contact your system's manufacturer. Please refer to the following link:

I would suggest you to refer to the following methods and follow the given steps in order to troubleshoot the issue:
Method 1:
I would suggest you to disconnect all the external devices plugged in to your computer, and try to check if the problem persists.
Method 2:
I would suggest you to boot your computer using Last Known Good Configuration. You can follow these steps to do so.
- Restart your computer by clicking the Start, clicking the arrow next to the Shut Down, and then clicking Restart.
- Press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. (If the Windows logo appears, you'll need to try again by shutting down and restarting your computer.)
- On the Advanced Boot Options screen, use the arrow keys to highlight Last Known Good Configuration (advanced), and then press Enter.

Method 3:
Step 1: Safe Mode
Boot the computer in Safe mode and check if the issue persists. Follow these steps to start the computer in safe mode.
Click the link and follow the steps “Start your computer in safe mode”
If the problem does not exist in safe mode, try to perform a clean boot and check.
Step 2: Perform Clean Boot.
I would suggest you to try performing a Clean Boot on your computer, as putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.

Method 4:
If the computer does not boot in Safe Mode, I would like you to perform a startup repair on your computer. You can refer to the following article in order to perform a startup repair on your computer.

If the Startup Repair fails, I would suggest you to try doing a System Restore on your computer from Windows Recovery Environment.
Method 5:
You need to boot the computer to system recovery optionsusing the Windows 7 installation disc and try to perform a system restore. You can try to do a system restore from Windows Recovery Options by referring to the following link:

Note: When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed.
