You stated it was working and now it is not. What changed in your environment when the change occurred?
Did you install a program or an update?
The easiest way to get back to a state when it was working is to do a System Restore.

If you don't have a system restore point, using an elevated command prompt:
Click Start, click All Programs, click Accessories, right-click
Command Prompt, and then click Run as administrator.
Then type running sfc /scannow.
This will replace any corrupt or missing system file.
