dlltie.dll is not part of Windows, it would have been installed by the game.

Sometimes games will install a  .dll file in System 32, but often they install it to the games main install folder or a sub-folder in the install folder.

In the case, according to the post below, the file is supposed to be in the games install folder.

    See if this helps -

"DllTie.dll is located in the same directory that Dark Crusade is installed in

    ("C:\Program Files\THQ\DarkCrusade").

But the Dark Crusade shortcut that the installation program created in the start menu is

    missing the "Start in:" directory.

Just add the directory to the shortcut and everything will work."

You could also try making a new shortcut directly from the  games  executable

file ( .exe ) in it's install folder.

I  don't have this game, and only found that information from doing  a search.

Did you verify if the  dlltie.dll  is in the games folder or System 32 ?

If it is it may be corrupt. You may want to try uninstalling  and reinstalling the game.

Failing that, it may be something you have installed around the time the game stopped

    working  that is conflicting.

You could try running in Clean Boot to verify if there is a conflicting Service or Startup program.

How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

Or for a more detail try  -  Autoruns for Windows

You may find another fix on the THQ forums, or trough a search.
