The NTVDM CPU has encounter an illegal instruction. Runonce.exe

While downloading and installing windows updates on my Windows 7 machine, I ran into this error. 

C:\Windows\system32\runonce.exe

The NTVDM CPU has encountered an illegal instruction.

CS"0588 IP:0105 OP:0f 50 00 59 07 Choose 'Close' to terminate the application.

This just started popping up on a reboot. I can click close and it will let me into Windows but when I reboot again it gives me the same error.

Also when I run Windows Updates it finds 11 updates, installs most of them but toward the end of the install it errors out and says that the updates cannot be installed.

How do I fix this issue?

    I would suggest you download and run  the system update readiness tool before attempting to install any more updates.

    This tool is being offered because an inconsistency was found in the Windows servicing store which may prevent the successful installation of future updates, service packs, and software. This tool checks your computer for such inconsistencies and tries to resolve issues if found.

    I did the clean boot and it did the exact same thing when I disabled all except Microsoft. I have did a System restore to a point before the error occurred and that did not help. I have ran a start up repair and that did not work. I ran sfc, that did not work. HELP PLEASE!
