Is there any way to re-order the commands on the right click menu and it’s right click menu?

When I right click a picture (for instance)

The options are:

Open,

Edit,

Preview,

Set as Desktop background,

Print,

Rotate Clockwise,

Rotate Counter-Clockwise,

Open With,

Add to a Photo Stream,

Scan for Threats,

Restore Previous Versions,

Send to (the command that I would like to move closer to the top of the menu),

Cut,

Copy,

Create Shortcut,

Delete,

Rename,

Open File Location,

and finally

Properties.

I know that I can push N on the keyboard and jump to "send to" but the next menu opens with:

Compressed Zip Folder,

Desktop (Create Shortcut),

Fax Recipient,

Mail Recipient ( the command that I would also like to move closer to or at the top of the menu)

and Finally

Floppy Disk Drive (A:)

Is there any way to re-order these commands on the right  click menu and it’s right click menu?

    The menu is called the context menu, knowing the technical name makes it a little easier to google for hints. Its name comes from the fact that it changes according to the context in which it is used. The desktop menu differs from right clicking on a document or an executable

    This is by no means an endorsement but http://www.lopesoft.com/en/filemenutools is a commonly referred to solution.
