Internet Explorer (11) app give an error message about proxy server and firewall

Suddenly my Internet Explorer app in Windows 8.1 won't work for many apps (e.g. Weather, Travel).  But when I press the spanner and switch to the desktop it works.  The error message is about the proxy setting and firewall, but I haven't changed any settings so there shouldn't be a problem with either of those things.

    Did you check by Disabling Proxy?

    Please check the issue status by Disabling Proxy and update the issue status, please refer to the suggestion given in the previous response.

    Back at the PC and turned it on after being shut down.  This is the message:

    "The proxy server isn't responding

    *  Check your proxy settings 127.0.0.1:13828.

    *  Make sure your firewall settings aren't blocking your web access.

    *  Ask your system administrator for help.

    Fix connection problems."

    I don't believe that I have changed any settings since the Internet Explorer app last worked.

    I can't access the Apps troubleshooter because I can't access the Store.  (Presumably because of the same issue as above.)

    A bit limiting for a business trying to be a Windows 8 business.  (I have just bought a Windows ultrabook too, and we both have Windows Phones, so I'm really looking forward to your answer.

    Please answer these question to get more clarity about the issue you are facing.

    1. What is the exact error message have you received?
    2. Did you make any changes to the computer prior to this issue?

    In many cases, the Windows Store will automatically notify you if there’s a problem with an app and try to fix the problem.Refer to the following link, run the Apps troubleshooter and check.

    If the issue still persists, refer to these troubleshooting methods and check.

    Provide the exception for the Bing Apps in firewall and check.

    Refer to “Allow an app to receive info through the firewall” section from the following link.

    Disable Proxy settings and check

    1. Click the Gearbox at the top right corner in Internet Explorer.
    2. Click the Tools button, and then click Internet Options.
    3. Click the Connections tab, and then click LAN settings.
    4. Uncheck the box next to “proxy server for your LAN”.
