When you reinstall Java and Flash, may sure that you get the most recent versions from the Adobe and Java.com websites since there are recent updates that deal with security issues. Don't reinstall from any saved downloaded installation files.

    Good luck.

    Hi Wendell,

It seems this is caused by the program file missing, Reinstall Java program and check if it helps to fix the issue.

    Download the Flash Uninstaller.

    http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

Now, install Flash Player, by following this link.

    http://get.adobe.com/flashplayer/

If that does not help, I would suggest you to check the issue in a Clean Boot state.

You can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

To set the computer in clean boot, follow the steps from the link: How to perform a clean boot

Important: After you have finished troubleshooting, follow these steps from section “How to reset the computer to start as usual after clean boot troubleshooting” to reset the computer to start as usual.

Let us know if it helps.
