Windows Error Reporting service has to be disabled for my computer to work--Why?

The Short:

I have not run any updates in at least the last few days. When I logged on to my computer this AM, I received a message that my firewall was blocking Akamai Netsession. I have never seen this prompt before, so I hit Cancel instead of Allow. This caused 8 hours of problems. (Eventually traced to Windows Error reporting service)

The long

My computer immediately started blinking after hitting cancel, I couldn't shut down or click anything. I had to manually shut down. It rebooted and did the same thing 20 times. The second I clicked the Desktop tile the flashing would start and it also occurred on the intro tile screen if I went back to it. Using another computer, I figured out how to go into safe mode in windows 8.1(sure glad they took out that helpful shortcut). Using info on another question here, I systematically enabled and disabled all services. It went a little quicker as I never bothered with running checks on individual non-Microsoft services, I disabled them all, the problem still existed, ergo it had to be Microsoft. Going through all the Microsoft files enabling and disabling half at a time took 4 hours of rebooting to reach the conclusion that Windows Error Reporting Service has caused all the problems.

I cannot find anything on how to fix this as apparently it does not report on itself. Do I have to leave it permanently disabled for the rest of the time I own this computer, it's only 6 months old, but no other forums have useful info. Is there a known bug here?

Yes, I followed the advice, although at that time, I had already figured out that the problem was not the video card but a problem with Windows Error Reporting Service. It still is. I uninstalled my video card and re-installed the drivers just in case, but that did nothing. As long as Windows Error reporting service is disabled my screen works. If it is enabled it doesn't work. As in, I cannot use the computer at all.

      To Sum UP:

    1. I rebooted in safe mode.
    2. I rebooted with minimal video--it still blinked.
    3. I uninstalled and re-installed video card drivers, it still happens.
    4. I ran Windows updates--it still happens.
    5. I ran a check on every single Microsoft service--it only stops when Windows Error Reporting Service is turned off.

    c) Click Problem reporting settings,  at the bottom of the window.

    d) Click on any option other than Select Never Check for solutions to turn it on and click OK.

I have to assume this is for windows 7 as none of these directions actually do anything. Also, how is turning it on/off different from disabling it--already been done.

The first line states : Tap or press Windows Key + R, type services, hit enter.

This does nothing in my computer--nothing happens. You type in "service" and the window closes. In Windows 8, you have to type msconfig, which can bring up a few tabs, one of which is services.

Also:  Find Windows error reporting service from the list of list of services >right click and then click on start.

This does nothing. I can right click the line that says Windows error reporting service, but nothing happens. Again, how is this different than the fact that disabling it****turns it off. Enabling it turns it on--blinking starts immediately and I can't use my computer.

Now, if I go into the task manager I can rt. click on the error reporting service. But again, none of the directions match.  None of the following list of directions is even an option. except for start.

Find Windows error reporting service from the list of list of services >right click and then click on start.

    c. Also run the service as automatic, please follow the steps below.

    d. Right click on the Windows error reporting service from the list of services and then click on properties> there will be pop up screen > check for the startup type and select Automatic under drop down menu and apply the settings.
