Control Panel won't show installed programs

I am using Windows 8 Pro 32 bit. When checking all programs installed in my pc, the Control Panel says "no program is installed", well in fact there are programs. All programs are working properly except that the control panel won't show them, "how to show the installed program in control panel?". When installing new programs, that program will appear on the control panel but not those program i installed yesterday (and past days). It just happen a while ago, yesterday my control panel is still working and still showing installed program like (office, skype, chrome, etc) now it can't show installed program.  Please help

Note: that all programs installed are still working like office and skype, except that the Control Panel won't show them. The last program I uninstalled is the BABYLON toolbar.

More so, in the Windows Update under "VIEW UPDATE HISTORY" there are no update installed, well in fact i do install windows update, but when clicking link "WINDOWS UPDATE" it will show the windows update I Installed. 

I did try also third party programs (free from the net) to locate my installed programs. I tried ADVANCED SYSTEM OPTIMIZER (Uninstall Manger), when i start this program a message box appear saying "ENCOUNTERED AN IMPROPER ARGUMENT" it won't show installed programs. I try also, IOBIT Unistaller also a third program, in this program under "all programs" it shows one installed program which is the "AVAST! WEBREP". Avast webrep is a internet toolbar. I am using avast free as my anti virus program. Help please, thank you.

    Hi,

    I happen to have the same issue.

    For my case, i downloaded one of those programs that installs multiple other unwanted programs and extensions. So I started deleting all those programs and next thing I know none of my programs dont show anymore, I wonder if i didnt delete a program I was not supposed to delete or I just have a virus/malware that infects my computer.

    I would highly appreciate it if one of you guys had an idea on how to fix that problem without re-installation.

    when typing "regvr32 jscript.dll" on command prompt as admin

    C:\WINDOWS\system32\regvr32 jscript.dll

    the message is

    'regvr32' is not recognized as internal or external command, operable program or batch.

    on regsvr32 vbscript.dll

    the message is (in message box)

    "DLLRegisterServer in vbsscript is succeded"

    Then i restart my PC, but the Control Panel is won't show install programs again.

    The I try the method 2, still Control Panel is won't show the install programs,

    Then I try the method 3, I wait till 100% complete then the message is

    "Windows Resources Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios"

    Then I restart, but still the Control Panel won't show the programs.

    As per the problem description, you have an issue with computer performance displaying installed program list in Programs and Features. We need more information to assist you better; I would request you to send us more information as listed below.

    Did you make any changes to the computer prior to this issue?

    Let’s find the issue cause and try fixing it by performing the following methods.

    Method 1:

    a.      Press Windows Key and X key together.

    b.      Click on Command Prompt (admin)

    c.       Run the following commands, restart the computer and check the issue status

                  Regsvr32 jscript.dll

                  Regsvr32 vbscript.dll

    Method 2:

    Rename the Repository folder and check the issue status.

    a.      Press Windows Key and W key together.

    b.      Type in “View Local Services” and press enter.

    c.       Stop the “Windows Management Instrumentation” service and close the service Window

    d.      Go to C:\Windows\System32\Wbem

    e.      Rename the “Repository” to “Repository.old”

    f.        Go back to View Local Services and start the “Windows Management Instrumentation” service.

    g.      Restart the computer and check the issue status.

    Method 3:

    I would suggest you to perform System File Check (SFC), and then check if this fixes the issue.

    Follow the steps:

    a.      Press “Windows Key + Q” button from the keyboard.

    b.      Type “Command Prompt” without quotes in the search box.

    c.       On the left pane, right click on the “Command Prompt” option and select “Run as Administrator”.

    d.      Type “sfc /scannow” without quotes and hit enter (There should be space between sfc and /).

    Note: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.
