How do I turn Bluetooth on/off Windows 8.1

I have an hp Pavillion Sleekbook laptop. I just bought and installed a Targus Bluetooth 4.0 dual-mode usb adapter. I installed the driver from the included DVD as per the instructions from the guide.

The guide claims under the Basic Operations section that I would be able to start and stop the bluetooth device but when I look for that in the Windows 8.1 system tray, I don't see any option to turn the device on/off. I only see Settings, add device, show devices, or join a personal network.

Instructions for turning bluetooth on/off for Windows keeps saying:

Click Settings > Change PC Settings > Click Wireless > Under Wireless Devices, turn Bluetooth on or off.

However, I don't see this for Windows 8.1, this was taken out for some reason.

The device is working well, I just want to be able to turn it off when not in use.

    So, below is the screenshot of that screen. This is all I get. No controls, nothing but it constantly searching without stopping. There is only a Remove Device option but nothing about preferences to control the device or stopping bluetooth.

    I have a 2nd question, would I be able to take this bluetooth dongle from my laptop and use it sometimes for my desktop?

    The Bluetooth switch was moved in Win 8.1.

    Charms bar> Settings> Change PC settings> PC and devices> Bluetooth

    Also use this screen when attempting to pair devices.

    I am a loyal Microsoft user I make sure all my software's legal and I've now spent over an hour and a half trying to activate Bluetooth on my HP laptop with no results it is ridiculous that we have to play who get the software where and when.  What a ridiculous way to run a business

    There is no Bluetooth option in that wireless section.

    Hi,

    If you are still facing the issue here is what we can try:

    Try these steps and check if you can see the Bluetooth settings:

    1. Open PC settings, and click/tap on Network in the left pane.
    2. Click/tap on Airplane mode in the left pane of Network.
    3. In the right pane under Wireless devices, move the Bluetooth slider to turn on (right) or off (left) for what you want.(Do you see the option?)
