Please answer these questions to get more clarity about the issue you are facing.
- Are you the administrator of the computer?
- What happens when you try to start the applications, which need administrator permission?
- Do you use a 3^rd^ party antivirus application on your computer?
There are many legitimate programs on your computer that are the cause for high CPU usage. However, there are also illegitimate programs such as spyware and virus that can bog your CPU down by creating multiple processes that require your computer resources.
You have to diagnose the issue to find the issue cause and right resolution. Refer to the following information and check.
I would recommend you to run the Process Explorer and check the applications causing high CPU usage.

You can also try this:
Keep the computer in a clean boot status and check. If everything works fine after a clean boot, you can infer that some third party services are causing the issue. Proceed with the remaining steps to
pin-point out the third party service. Once you figure out the issue causing program, you may have to update or install a latest version of the program.

Run the applications as an Administrator and check.
- Right click on the application.
- Select run as Administrator.
