Application Information Service is causing major CPU usage problems

I have an HP Pavilion g6-2244nr with Windows 8.1. When I start my laptop up (on occasion), I find that the Service Host: Local System process is taking up major CPU usage. Upon expansion and observation of the services associated with this process, I find that the Application Information Service is most likely the cause of this issue. When I restart the service, the CPU usage problem goes away, but now I have to deal with the fact that my computer can't launch any programs that require administrative privileges (does that usually happen when it restarts...?). Are there any other fixes to this problem besides restarting the service? Usually I just end the process and ignore the shutdown alert, with no adverse effects to any other functions on my laptop; that's the easiest fix I've found, albeit it's a temporary one. Thank you.

    1. I am indeed the administrator of the computer
    2. Any application that requires administrative privileges starts normally, even after I stop the "Service Host: Local System" process
    3. I use AVG Antivirus on my computer, however I used to have eScan; the problem has occurred with both programs.

    I will do a clean boot and follow the recommended steps to see if this solves the problem.

    Hi,

    Please answer these questions to get more clarity about the issue you are facing.

    1. Are you the administrator of the computer?
    2. What happens when you try to start the applications, which need administrator permission?
    3. Do you use a 3^rd^ party antivirus application on your computer?

    There are many legitimate programs on your computer that are the cause for high CPU usage. However, there are also illegitimate programs such as spyware and virus that can bog your CPU down by creating multiple processes that require your computer resources. You have to diagnose the issue to find the issue cause and right resolution. Refer to the following information and check.

    I would recommend you to run the Process Explorer and check the applications causing high CPU usage.

    You can also try this:

    Keep the computer in a clean boot status and check. If everything works fine after a clean boot, you can infer that some third party services are causing the issue. Proceed with the remaining steps to pin-point out the third party service. Once you figure out the issue causing program, you may have to update or install a latest version of the program.

    Note: Please refer to the section: “How to reset the computer to start as usual after troubleshooting with clean boot” of the Kb article to boot the computer in normal startup after fixing the issue.

    Run the applications as an Administrator and check.

    1. Right click on the application.
    2. Select run as Administrator.
