In the frequent Windows Updates, all the KB patches include fixes for various bugs which have been detected... presumably by users reporting them, and not just by Microsoft's own employees.
I want to report a bug. Where should I go to report it?

I followed your link, and changed my location to English/UK. However I still can not find anywhere to actually report a bug. There are links to help/support: there is a "Select the product for which you want to find a solution", where you can select Windows 8.1. But then it just has a list of support areas: i.e, information aimed at providing users with solutions for commonly-known issues they might have when using Windows.
There is also a link to "ask the community", but that just takes you to TechNet etc. I have already posted a thread on this forum here, and I don't want to just be directed to another community forum. I simply want to report a bug to Microsoft.
Regarding your other link - to call them - I do believe that these phone numbers are for user support, which you have to pay for. I am not looking for user support, and I don't want to pay in order to report a bug.
Why is it so difficult to find the right place? As I keep saying... in all the regular Windows updates, many very specific issues are identified and addressed. Surely this is not just the result of Microsoft's own employees stumbling across them. Therefore these bugs must have been highlighted through user feedback. So how do I get to the place where the other users have reported their issues?
[Edit - this is still me, EuroSong. Signed back into my account on the other site, then it seems to have forgotten the EuroSong login here. Can't remember which e-mail address I used for that. Very annoying.]
[Edit 2 - I figured the e-mail address linked to the EuroSong account was the one at which I had received reply notifications to this thread. I tried to reset my password for that, and I did so - but then it took me back to this ChrisMelville account. No idea where the EuroSong account (dating from 2010) has now gone.]

then find Contact Us.
Go here then on lower left of page click the Globe English to change to your country/language.
