I have a virus called Poki and can not get rid of it. It keeps changing all of my computer settings

Please help. I installed Poki by clicking on accept without reading what a certain app i was downloading said it would install and this i believe is a fishing virus which I cant get rid of no matter how hard and how many of the files named Poki I delete. It has changed some of the settings on my PC and hijacks my commands to investigate. I have tried Malware bites and Norton and 10bit uninstaller and it says no threads are left but it is lying.
Help please if anyone knows what I should do.
