JAVASCRIPT not working in Win 7

I have started to have this issue last month on my Win 7 Pro laptop. I am unable to run any software or access any website that uses Javascript.  I had updated to IE11 but since down graded to IE10 to fix the problem.  I have uninstalled and reinstalled the latest java and no luck.  The java verification page does not work. The consent button does not work to launch the javascript.  Also functionality on Microsoft web pages do not work. For example, the sign in link on the Community page does not work and IE hangs trying to load the page.  Software like Mcafee AV will not load and I get blank software window. The Mcafee website troubleshooter app gives an error the java is not enabled in browser.   I have tried all enabling recommendations from the Microsoft and Java websites. Any thoughts?

    Java and Javascript are different things. Is it one or the other or both that's failing?

    Check Javascript is active in your browser - http://www.enable-javascript.com/

    Check you have installed the correct Java ( if you need it installed ) - http://windows.microsoft.com/en-US/internet-explorer/install-java#ie=ie-11

    If you are using IE and its failing in that, it may be worth just as a quick test, to try another browser like Firefox to see if Java and Javascript work in that.

    If you are using another browser already, are you running something like 'NoScript' that is set to block scripts?

    I tried the manual uninstall at the command prompt.  IE11 did not uninstall.

    Hello Ken,

    Thank you for your update on the issue.

    1. What is the exact error message that you get when you open websites on Internet Explorer?
    2. Was it working fine before? Do you remember making any significant hardware or software changes to the computer prior to this issue?

    I would have you try the following steps and check if the issue persists. 

    1. Open Internet Explorer.
    2. Click the Tools button , and then click Internet options.
    3. Select the Security tab, and select the Custom Level button.
    4. Scroll down to Scripting of Java applets.
    5. Make sure the Enable radio button is checked.
    6. Click OK to save your preference.

    Check if the issue persists. Please post back your results for further assistance.

    Websites do not respond or time out before responding with IE11. 

    The Java site  http://www.java.com/en/download/installed.jsp?detect=jre does not verify.  The page just spins the hard drive and gives no response.

    I have tried your steps several times.  The enable button is always checked. Also the enable check box is also selected in the java control panel.

    Here are my results:

    IE10

         Javascript site link = javascript not enabled (eventhough enabled button is set) and cannot be re-enabled with instructions from site.

         The microsoft link = page only contained "install java in internet explorer"  no instructions listed.

    FireFox

        Javascript site link = javascript enabled in browser

        Java verification at http://www.java.com/en/download/installed.jsp?detect=jre  result=

         "Aplication Blocked by Deployment Rule Set Name:java detection Location:https://java.com This application was blocked even though the host site of the html file at: http://www.java.com/en/download/installed.jsp?detect=jre is included in the Exception site List because the application refers to resources on mutiple domains. The jnlp file at https://java.com/en/download/javadetection_applet.jnlp is on a different domain and also not also included on the Exception Site List.

    This is a personal laptop and have no Rule Set or rule set file.

    I tired this as well with my AV and firewall off.
