Unable to open region settings

I am trying to change my region settings and for some reason it will not open for me- not when I click on it or when I try to right click and choose open.  I have even tried accessing by changing the options in the control panel from category settings to large icons and the same issue.  All other options on the control panel will open- this is the only one that will not open. Is there a way to fix this?

    I used the fix it option, which downloaded a file, which I ran, rebooted, and its fixed.

    I'm sorry but that did not work as well. i'm pretty much stumped with this. I really do not want to do an OS reinstall and to be honest I would have never known there was an issue until I tried to edit my region settings.

    Hello Maria,

    Thank you for your reply and apology for the delayed response.

    Let’s check creating a new user profile (Just for the diagnostic purposes) and check if issue reoccur in new profile as well.

    Create a new user account with administrator privilege and check if the issue persists in the new user account as well.

    I tried each one of your suggestions and unfortunately none have solved my issue. With changing the extension I get an error that I require permission from a trusted installer to change it. I'm a bit at a loss, other than that my system runs perfectly- it is only 2 months old, and if it was not for the fact that I was trying to install a program that needed me to change my region I would not have even noticed this.

    Hi,

    C:\Windows\System32\intl.cpl     Double Click on it - will it run from there?

    If not right click on it Rename - change the extension to cpZ so it will not show up in

    Control Panel.

    Then Reboot.

    Try these to clear corruption and repair/replace damaged/missing system files.

    WinKey + X (or Right Click in lower left hand corner) - Command Prompt (Admin)

    C:\windows\system32>

    At the above prompt type in      SFC /scannow

    (There is a space between C and /)

    Then run CheckDisk (chkfdsk /f /r)

    File Explorer (formerly Windows Explorer)

    Right Click the C: drive - Properties - Tools tab - Error Checking - Check

    After the above if there were errors in SFC run this command which will download necessary

    files.

    WinKEY + X - Command Prompt (ADMIN) :

    Type in at the prompt OR Copy and Paste this :

    DISM /Online /Cleanup-Image /RestoreHealth
