Windows Error 0xC0000412

Recently When i boot up my computer it says Error 0xC0000412 

When i tries to download serveraly games from Steam it says 0xc0000412 harddrive problems unable to install

When i try to download McAFee it refuses to let me download

When i use cmd it will not let me open because of the same error

Please Help it is getting really fustrating

    Ok

    The complete message is in chinese so i will try to translate it

    Windows cannont start properly, error 0xc0000142

    I had tried both sfc and cmd

    The same error code saying something is wrong with the harddrive and then 0xc0000142 

    I havent try the booting in safe mode but THANK YOU

    1. What is the complete error message you get on restart?
    2. What is the error code you get when downloading MacAfee?
    3. Did you able to download the other files on the computer?
    4. Did make any software or hardware changes prior to the issue?

    Method 1 Run virus scan and check for any virus issue on the computer.

    Run Microsoft Security Scanner as there can be possible virus on the computer

    Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.

    Method 2 If you are able to open command prompt as administrator then try to run sfc /scannow on the computer.

    SFC tool scans system files and replaces incorrect versions of the system files by using the correct versions.

    To run the System File Checker tool, follow these steps:

    Some commands that you can run using Command Prompt might require elevated or administrative permissions. To run these commands, you can use the Run as administrator command.

    1. Swipe in from the right edge of the screen, and then tap Search.

    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.)

    1. Enter CMD in the search box, and then right-click or press and hold Command Prompt.
    2. Tap or click Run as administrator and type the command given below and press enter.

    sfc /scannow

    Method 3

    Step 1: Try booting your computer in the safe mode and check for the startup error.

    Step 2: If the system works fine in the safe mode, try to clean boot the system:

    I did the following without sucess

    Boot up in Safemode and check issue

    Refresh my computer

    Reset my computer 

    Please Help

    THe same error code still shows up when i boot up and sometimes it doesn't allow me to download some program or game

    Er I run with windows 8.

    No i created at least 7 accounts and even completely whipe my computer

    THe error continue to show up.

    Can you plz tell me how this error is generated Thank YOU!
