License downgrade rights in AZURE

I have SQL Server Enterprise 2019 Core licenses with Software Assurance and want to activate Azure Hybrid Benefit on virtual machines on Azure. Does the same Downgrade rights for versions applied in an on-premises environment also apply to Azure?

    While the documentation doesn't explicitly state that you can downgrade a hybrid version of SQL server, there are neighboring pages describing how to change your license model (including Azure Hybrid Benefit) and how to downgrade the version of SQL Server:
