CPU AND RAM usage both go to 100% when internet connection disconnects

Original title: Computer hangs or crashes when internet disconnects     

Whether using a LAN connection, a Wireless Connection or a 3G USB Modem, as soon as my internet connection disconnects my CPU AND RAM usage both go to ~100%, this happens in Safe Mode (w' Networking) as well as normal boot.

Computer Specs:

Windows 7 Home Premium 64-bit (6.1 Build 7601)

Intel Core i5-3570 CPU @ 3.4GHz (4 CPUs) ~3.7GHz

8192MB RAM

Nvidia GeForce GTX 660 - 4GB

Gigabyte Z68XP-UD3R

Network Devices: 

Realtek PCIe GBE Family Controller

TP-Link 150Mbps Wireless N PCI Express Adapter

    Hi Michael,

    High CPU(Central Processing Unit) Usage May Be Caused By:

    a: Out-of-date drivers

    b: Running too many applications at once

    c: Insufficient virtual memory

    d: Overheating/Poor ventilation

    e: Virus/Malware infections

    Method 1: Update a driver for hardware that isn't working properly

    Method 2:

    Run the Microsoft Safety Scanner in full scan mode, and remove all the threats that get detected by it and see if the issue persists.
