Here is basically what it says
If you are having problems installing the software or having problems connecting to a device you need to set the Windows Bluetooth Services to auto. Click on Start and Search.On the search line type Services. Open your Microsoft Sevices you will see a list. Scroll down and select "Bluetooth Support Services Properties" and set the Startup Type to Auto. Try installing or connecting again.
