ERR_CONNECTION_REFUSED error when accessing few websites

I recently experienced trouble getting on 2 websites and i noticed I was getting the error message

ERR_CONNECTION_REFUSED

So I searched for answers and I ended up resetting my browsers which seemed to do the trick and 

then this week I experienced the same issue but on a different website, I am using Windows 8,

I don't have the problem on my computer that has Windows 7.  

I have tried to reach this website on IE, Google & Firefox, with no luck.

I tried resetting my browsers again and this does not seem to fix the problem 

Could the last update of Windows 8 have caused this issue?

 I went to Microsoft Help desk but 

they want me to buy some warranty for 150 dollars and I don't want to have to do that for an issue with 

1 website.  Any suggestions or help would be greatly appreciated. 

I am at my wits end trying to fix this. 

I have checked for malware, viruses etc and all has been cleaned out or fixed, but I am still having this issue,

the actual website this week is www.choicehotels.com that I can't reach.

    Connection refused is often either a network issue or the wrong user name and password.  Since it is only happening with one site I suspect it is on their end and there is no way to find out. 

    I would clear the browser cache and cookies

    The first step in any troubleshooting is to clear the browser cache/cookies. (you need to clear ALL cookies)


    *For Internet Explorer browser & MSN Butterfly: Press CTRL+SHIFT+DEL simultaneously and click Delete

    *For Google Chrome: Press CTRL+SHIFT+DEL simultaneously and click Clear Browsing Data

    *For Firefox: Press CTRL+SHIFT+DEL simultaneously and click Clear Now

    (other browsers are similar)

    If clearing the cache doesn't help answer these.

    Are you having problems accessing other accounts on the same computer?

    Does the same problem exist when you use a different browser?

    Does the issue persist on other computers?

    I am still experiencing this problem and now I just discovered another website I can't access.

    I have tried resetting my browsers, still no luck. Any other suggestions out there?  I realize it is now only 2 websites but it is inconvenient if I have to go to another computer to just access 2 websites. I really think it is Window 8 but I just can't figure it out. Maybe I can try to reinstall all my browsers and see if I have any luck. I am open to ANY help or suggestions. THANK YOU!

    Hey, I am also having the same problem, but I'm not sure what yours says, mine says:

    This webpage is not available

    ERR_CONNECTION_REFUSED

    It is really frustrating for me, I try everything I can find but no luck, the website I am using is 

    roblox, I really need help guys.

    Mental aberration on my part there. I know it has to be run from an elevated command prompt, but my mind must have been on other things back then.
