thank you for the advice of contacting a Microsoft rep. I had a chat session with a rep and they double checked all my settings and folder content there was nothing apparently detectable when inspecting them. After trying a number of things, the rep suggested
that I copy the folder's contents to a location on my hard drive.
I did this by using my Windows 8.1 start screen OneDrive app. Once I did this, I deleted the folder from OneDrive. Now I copied the folder from my hard drive back to OneDrive using a different folder name. Once this was completed, I had no issue accessing
the folder and its content using my Windows Explorer desktop tool.
There was no more window flickering after that. It appears there my have been something that was corrupted, but after a fresh copy of the folder was moved back to OneDrive, all was remedied.
