Windows installer is not working properly error "0x80070641 - the windows installer service could not be acc"

I am Trying to Install VC++ on Windows 8 64x and it keeps giving me the 

"0x80070641 - the windows installer service could not be accessed" error

I have looked all over Google and i cannot figure it out Please help!\

I think my windows installer is broken somehow.

Error from the log: 0x80070641 means ERROR_INSTALL_SERVICE_FAILURE - The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed

You may try the follow steps to check if these methods fixes the issue:

**Method 1:**Check Windows Installer service. ****

  1. Go to Start > Run > type in services.msc > OK.
  2. The Services window will open, scroll down to Windows Installer and double click on it.
  3. The Properties window will open, on the drop down menu (Start up type) select 'automatic' > OK and close windows.
  4. Reboot PC and hopefully it will work for you.

If issue persist, proceed to next method.

Method 2: Unregister and re-register the Windows Installer

  1. Click Start, click Run, type MSIEXEC /UNREGISTER, and then click OK. Even if you do this correctly, it may look like nothing occurs.
  2. Click Start, click Run, type MSIEXEC /REGSERVER, and then click OK. Even if you do this correctly, it may look like nothing occurs, or you may briefly see an hourglass. After you run this command, the operation is complete.

Try your Windows Installer-based application again.

If issue persist, proceed to next method.

    I have tried most of those and nothing has happened, for some reason I cannot change the properties of Windows Installer ( start up manually step) and it is rather frustrating.

    I got the same problem as Christian, I too cannot change anything in properties of Windows Installer.

    In your reply from October 1, 2014, you write: 

    Method 1: I would suggest you to run this Microsoft fixit tool as administrator and check if it helps:

    2. Right click on downloaded fixit tool and run as administrator.

    The given link is now corrupt though, any chance you can give me a new one?

    I've had this problem for months now, and it's really makes me fustrated, I have tried so much, read on so many forums... But finds nothing that help! x(

    Hi Christian,

    Sorry, to know that you are still facing this issue. I would appreciate if you could answer the following questions:

    • Did you get any error message, when you try to change the properties of Windows Installer?
    • Are you using Administrator user account?
    • Are you able to install or uninstall other programs?

    Let’s try these methods and check if it helps:

    Method 1: I would suggest you to run this Microsoft fixit tool as administrator and check if it helps:

    1. Download fixit tool form this link: http://support2.microsoft.com/default.aspx?scid=kb;en-us;290301
    2. Right click on downloaded fixit tool and run as administrator.

    If issue persist, proceed to next method.

    Method 2: Disable security software temporarily and check.

    Follow the steps to disable security software:

    a.     Search for the security software installed in your computer in the Windows 8 search option.

    b.     Click on Settings tab.

    c.     Uncheck the option to turn on security software.

    d.     Click on Save changes button.

    e.     After disabling security software, check with the issue.

    Note: Once you are done with the troubleshooting, ensure that you have checked the option Turn on security software under settings tab.

    If issue persist, proceed to next method.

    **Method 3:**This could also be due to corruption of the logged on user account. Does this error occur for any user that logs on, or just one account? I would consider setting up a new user account and check if you face similar issue.
