ok...So i did perform a clean start. The message did NOT popped up.
I guess this means its an APP issue for sure. But i dont know which APP.
Did a sfc /scannow, did not found any violations.

I also get in the Component Services, found my PC and looked into DCOM config. But saw bunch of stuff dont know what to do there :(
