***SOLUTION***
Start Menu > All Programs > Beside your avatar Right Click > Properties > Uncheck 'Sort All Programs Menu By Name'.

When I try to drag and drop items from Start Menu|All Programs when I let go of the mouse button the item doesn'tr get dropped.This is a new damn install and I'm trying to get a bit of sanity to all the garbage Windows 7 sticks into All Programs. I have 'Open submenus when I pause on them...' checked the submenu opens but the item will not drop. I can right click and select copy and paste it in the submenu.
Any idea how Windows 7 can make this a bit easier for me instead of fighting with me???

I found what the problem is and list the solution below.
Yes, account Wayne is an admin (and the only) account when go the Users control panel; even "Guest" is turned off.
If you go here:
By default, account "Wayne" has full control over this folder.
If you go here:
By default, user account "Wayne" does not have full control, only "Read & Execute" "Read" and "Execute"
So the trick is to go the hidden windows account: C:\ProgramData\Microsoft\Windows\Start Menu\Programs
Then go up one layer to here: C:\ProgramData\Microsoft\Windows\Start Menu
Right click on the "Programs" folder
Properties
Security
Add your account "Wayne" to have full control. (which then matches the properties for Wayne in the Administrators group)
Problem fixed for moving icons within the folder.
Next problem: I've moved Microsoft Mathmatics to the Accessories folders with my other calculators....but because it begins with an "M" instead of a "C" (for calculator), it's not in the order I want.
Next Step to restoring Win XP functionality -- turn off alphabetize
Once you are allowed to edit the program folders, if you also like to put programs in order you will have to turn off the default "sort alphabetically." To do this
Now you're back to mostly as good as Windows XP!

· Where are you trying to drag the submenu to?
· Do you get a circle with a slash in between when you try drag and drop?
“All programs” will have all the programs installed on your computer.
You can also Right click on the applications within All programs and choose pin to start menu, so that you can add your favorites applications to start menu and access them easily.

That's exacly what I was doing.
Also, why am I unable to rename some items?
When you drag-and-drop in the Start menu, you cannot "drop" on a folder, you have to wait for the folder to open, the move down and "drop" inbetween some other icons that are already in the group. This gets me almost every time too, a bit annoying.
