I went into Device Manager, uninstalled all the drivers with the ! next to them, then restarted. After a minute or 2, the devices reinstalled, and I have internet again!

Suddenly, this morning, my computer stopped being able to connect to the internet. When first starting it up, it couldn't detect my 2nd monitor, and everything was zoomed in to 600x800 instead of the typical 1920x1200. I also got a message saying my AMD video driver wasn't working. After some fiddling, I can once again see the 2nd monitor, and it's stopped giving me the AMD error.
Anyway, when I went to troubleshoot my Internet, I got the error message "The Diagnostics Policy Service is not running". I've been checking around and trying various things. I have already tried the 3 methods listed below. Method 1 gives me an Error 5: Access is denied. Method 2 had no appreciable effect. Method 3 - the scan came back clean. Method 4 had no appreciable effect. Any other advice you could provide would be greatly appreciated. Thank you!
Method 1:
a. Click on Startbutton.
b, Enter services.msc in Start search option.
c. Right click the Diagnostics Policy Servicesand start the services.
**Method 2:**This issue may occur when the account Trusted installer is missing the permissions for the key below:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DPS\Parameters
Permission needed: Full Control, Read

a. In Registry Editor(click start, type “regedit” and hit enter), browse to the above mentioned key for which you need to add permission.
b. Right click the key, and click Permissions. (HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DPS\Parameters)
c. Click “Add” Button under usernames. Make sure Locations is selected to be the local computer.
d. In the "Enter the object names to select field, type "NT SERVICE\mpssvc". Then click “Check name.”
e. Click OK.
f. Then select the account which appears in the list, and add the appropriate permission (Full Control, Read) for it.
g. When this is done, click OK.
**Method 3:**Run System File Checker (SFC) scan to fix any corrupt system files. To do this, follow the steps mentioned in the link:

**Method 4:**go to start ,search and type:- cmd, right click on returned cmd.exe and select "run as administrator" at the prompt type:-
net localgroup Administrators /add networkservice
press enter then type:
net localgroup Administrators /add localservice
press enter then type:
exit
press enter and restart your computer
Open services and make sure the service is started.

You should not have two anti-virus products installed. They will conflict! . Which was installed first?
AVG won't run without an internet connection
Were you trying to run AVG in normal mode or safe mode?
I recommend that you run Disk CleanUp or cCleaner to remove temporary files as this will reduce scanning times by security software. cCleaner comes with a Registry tool. Do not use this tool as like any registry cleaner it can lead to the creation of very difficult to resolve system errors
Please download and install Malwarebytes (freeware version for home users only -not the Trial version –watch the checked boxes whilst installing), update definitions and run in normal mode. Disable other security software whilst you are doing scans.

If necessary you should be able to download Malwarebytes using Safe Mode with Networking.
Did you quarantine / remove all that Malwarebytes found?

I suggest you take the precaution of creating a system restore point before running ADWCleaner, to guard against unforeseen consequences. Select Start, Control Panel, System, System Protection, and click the Create button.

I believe Microsoft Security Essentials came with Windows? So, technically, that probably came first. I tried to run both in normal mode.
Malwarebytes quarantined a lot of stuff. Looks like I had a lot of junk. Sadly, still no success fixing the problem. Here is my OneDrive link: http://1drv.ms/1zfiyg3
Incidentally, i tried starting in Safe Mode with Networking (tapping F8). The bootup looked different, but now that it's loaded, I still have no internet, and it looks identical to regular mode.
Some more info:
Under the Device Manager, nearly all the Network adapters have a yellow exclamation point next to them. Opening them, it tells me "This device is not working properly because Windows cannot load the drivers required for this device (Code 31). When I try to Update the driver, it says "The system cannot find the file specified.
I also tried to run a virus scan, but my AVG won't run without an internet connection, and Microsfot Security Essentials gives "The service couldn't be started. The system cannot find the path specified" errors.
