Unable to unlock PDF files.

Hi, I didn't even know that I had locked pdf files until today; while preparing to file a service connected disability claim, I was trying to upload documents that I created and I received rejection saying that VA could not upload a pdf file unless it is unlocked.  I  have spent hours scanning and downloading documents in developing and downloading to  my DT; it will be a great loss of time if I can not unlock them.  Further, while trying to print a menu that I also created, I couldn't find a way to do it so t maybe I have other things locked and didn't r realize it.  Reading  these posts seemed to be getting me help only to become aware that the solutions being offered have been deleted from this site.  Any help will be greatly appreciated.  Semper Fi MajBen

    On pc start,tap the F8 key,safe-mode,normal safe-mode,enter windows

    as "thee Administrator",open files..

    If the files were secured by the hospital, which wouldn't be unusual, and the place where you want to upload them won't accept secured PDFs, there is much you can do other than re-scan them.   Those types of files are often secured because the sender doesn't want the recipient to be able to make changes.   You should be able to scan them as PDFs and be able to upload them without issue.

    Hi Andrew, thanks for your post.  I tried what you suggested and didn't get to first base.  I am running 8.1 with Office and Business 2013.  When I boot up, I press on a button on my cpu and almost immediately I get a window looking like a rainbow fluttering and I must hit num and a password and then desktop window comes up where I usually remain; I do go to start and apps occasionally.    I have not used  tapping  of the F8 button  since I went to 8.1 that I can remember.  Somewhere in the mix, by the time I get to the start window to begin tapping on the F8 button as you suggest, it must be too late as nothing happens---I think I must somehow program for the start window to come up on boot  up rather than DT.  I do want to learn and I do appreciate your presenting your information step by step as I have been using a computer for 15 years but always before had a son or grandson around to do the technical stuff.  Thanks again to both of you.  If you have other suggestions, I will certainly appreciate them.   Semper Fi Ben

    Hi, thanks for your come back as I learned a lot from your post.  Actually, I have not been concerned with  extensions as I should have been.   I knew of PDF extensions but really didn't know why or how and certainly didn't know that is what I have been using as default.  I did know about JPEG but thought they were just used for Photos; and, I am aware of several others but not why or when.

    I will have a difficult time of getting a password as these are various documents from  hospital records.  In order to keep pressing on my claim, I will just  have to re scan them as JEPG and that doesn't make any sense to me as the actual document is PDF by the hospital, but I think it will work.

    I do want to learn how to change my scanning from PDF to something more to my use.  Please read the next reply and my answer.  Thanks again, Semper Fi Ben

    Thank you for posting your query in Microsoft Community.

    From the issue description, I understand you are unable to unlock PDF files.

    A locked PDF file can contain two different types of protection. Owner protection restricts the editing and printing of the document. User protection requires passwords to open the document for viewing. If you are not sure what type of protection the document has, I suggest you to contact the owner, who has created that PDF file and ask for the password so that you can easily work and print it.
