My question is about word. Why does my heading one keep changing back to "starting at" 2 after i change it to 1?

My heading 1 is the chapter and I chose to use regular number from the multilevel list. My chapter 1 keeps changing to chapter 2 after I select it to be 1. From. The "start at" option

    The problem is almost certainly that heading numbering hasn't been set up properly. See https://shaunakelly.com/word/numbering/numbering20072010.html .

    Why are we, users, being penalized every time that Microsoft release a wrong/erroneous update? We, users, spent hours and days fixing their (Microsoft) problems, creating delays and waste of time. Shouldn't Microsoft be responsible to fix their own errors and fixing their wrongly released updates????

    Yeah I did all that. And if you just input your chapter heading manual it won't line up for page numbers/ figure captions/ table of contents numbering correctly. Ill just remove the current multi level list numbering and re number and see if that resets the issue.
