Office 365 - Transport rules - Match or contain Message-ID: @crm.com

Simple rule I want to create based on messages that have the domain: @Sivan .com on the Message-ID field.

Reason why is I want to prevent spoofed emails coming in as if they were sent from CEO or Managers - so I got a rule for that, but my CRM system can spoof our domain and when these users send emails (from CRM) they get caught in Spam so I want to create a rule above that says if emails coming with Message-ID (contains): @Dynamics .com then mark it as SCL -1.
I tried this a few times with the Office 365 Rules but the emails are not being caught by the rule ( I confirmed this in Mail Flow and I have a Notification settings also on the rule to email me if an email is caught)

    You are using the wrong condition.

    Use the message includes, not matches
