Is my "TranscodedWallpaper" file corrupted?

Lately I've been having a problem with my Windows. I restarted it and then after the Logon screen, my desktop just showed a black wallpaper, like a solid color. I can change the wallpaper by many ways like Personalization Panel with right-click, Control Panel, Right-clicking an image file and setting as background. BUT, when I restarted my PC again, the desktop showed a solid black wallpaper again.

I tried searching the internet for what could be causing this like :

*Viruses - NEGATIVE : Performed a Smart Scan, Quick Scan and Full Scan with Avast

*Malwares - NEGATIVE : Performed a scan with Windows Defender and IObit Malware Fighter

*TranscodedWallpaper is infected - NEGATIVE : Scanned it

*TranscodedWallpaper is corrupted - NOT SURE : Performed a small repair like renaming TranscodedWallpaper to TranscodedWallpaper.old and restarted my PC, desktop wallpaper was once again changed to solid black.

                                                                              : Renaming TranscodedWallpaper to TranscodedWallpaper.old and switching themes (switching worked), but when restarted, problems persist.

                                                                              : Deleting the first and original TranscodedWallpaper (first one that's renamed with .old) : Problems persist

                                                                                      *Note : The first TranscodedWallpaper have a highlighted green text.

*Power settings is disabling wallpapers - NEGATIVE : Checked it in advance power settings.

*Ease of Access Center is disabling wallpapers - NEGATIVE : Checked it if "Remove background wallpapers" is turned on, is not.

The problem was fixed when I created a new User Profile, restarted my PC, logged in with the new profile (* The new profile isn't experiencing the problem), logged off, switched to the original profile, AND, the problem was gone! I can see my original wallpaper again! I don't know how did this happened but I'm glad it did. I deleted the new profile and restarted my PC thinking the problem will be back, but it DIDN'T! :)

Now my question is, what caused this?

    We really appreciate all your efforts to resolve this issue and thank you for sharing the detailed description.

    This issue normally occurs due to corruption of user specific files. For most of users changing Transcoded wallpaper file's name solves the problem, but for you it didn't worked.

    This issue might occur due to corruption of other user files, that's the reason creating a new user profile fixed the issue.
