Get rid of MSN App Banner
This is one of the most annoying things I have ever seen by any source. It forces moving things up and down just to make selections. I have a 15" laptop. It covers part of the screen. I lose to much time and content to mess with this nonsense.
**** it, and **** Microsoft. At least Bill Gates forced us to make choices, he did not force them upon us. Ah... But there is a solution.
I WILL SIMPLY UNINSTALL EXPLORER AND GO BACK TO GOOGLE CHROME. Google does some irritating things, but nothing like this nonsense. See ya.

2014-12-19T21:50:46+00:00 I see from some responses today that the banner has been either removed or has that "X" in the corner that allows you to close it. That's good. It may mean they are listening to us. I'm a bit more cynical, however, and believe it just means they believe they've gotten their ad across already and had planned it this way along.

Now I specifically said "I see from some responses" because I've not had any problem with this banner. I have the AdBlock Plus with the Element Hiding Helper add-ons installed in my Firefox browser. The first time I saw this banner, I used the EHH to block it, and I haven't seen it since, except when I intentionally disabled ABP so I could remind myself what an eyesore that banner truly is.
It's important to note that ABP won't block the banner on its own. You need the companion add-on Element Hiding Helper to add the right filter. First install ABP, then EHH. You can get these through Mozilla's Firefox add-on site, or you can use this link for Chrome.
Once installed, activate the EHH through the pull down menu at the top of the browser and click on "Select an element to hide" (or press Ctrl + Shift + F3). Then move your cursor over the element you wish to hide, in this case that annoying banner, and make sure the whole thing is outlined in red. Left click and select "Add an element hiding rule" to automatically add a filter that will take it away for good.
Please note that I've found that when I first launch Firefox, the ABP and EHH filters take about 10 seconds to kick in, but will remain active thereafter as long as the browser remains open.
Last but not least, ABP and EHH are FREE! And the best thing about ABP is that it not only blocks those annoying ads MSN puts at the top of the page, I haven't seen or heard a single commercial on YouTube or Pandora since I installed it. (Sadly, you have to disable ABP for some sites like Hulu because their videos won't start without first playing a damn commercial.)

Hi,
This is an MSN issue, not an IE issue. The ads will still appear in Chrome.

But, when I go to msn.com, the banner at the bottom is only the bottom 7 percent of the page.
Possible workaround- Full screen (F11) with "Auto-hide" enabled (Alt + spacebar when in full screen mode) will give you more usable IE window.
