I am sorry to know that you have issues while restarting or shutting down the system, using USB drives, other system errors. It could be due to virus, corrupt system files, hardware or software issues.
You can try the below methods.
For issues with USB:
Method 1.
I suggest you to run hardware and devices troubleshooter and check if it helps.
a. Open the Hardware and Devices troubleshooter by clicking the Start button, and then clicking Control Panel.
b. In the search box, type troubleshooter, and then click Troubleshooting.
c. Under Hardware and Sound, click Configure a device. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
If issue persists, then go to method 2.
Method 2.
To uninstall and re-install the USB Controllers from Device Manager follow these steps.
- Go to the Start, in the search box, type Device Manager.
- Click on Device Manager.
- Click on USB Controllers to expand.
- Right click on the USB Controllers that is listed and uninstall and follow onscreen instructions. Then restart the computer.
you need to install the latest chipset drivers from manufacturer's website.

For issues with shutdown/restarting:
Method 1.
Try to boot the system in Safe Mode.
Windows Startup Settings (including safe mode):

If you are able to get to Safe Mode, then try Clean Boot.
Clean boot helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 8.1. It starts Windows by using a minimal set of drivers and startup programs.

Method 2.
System File Checker is a utility in Microsoft Windows that allows users to scan for and restore corruptions in Windows system files. Perform System File Check (SFC), and then check if this fixes the issue.

Note: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.
For blue screen errors:

System Restore disclaimer: When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed.
Chkdsk disclaimer:
Important: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.
To understand the issue better, we may need event log.
To check Event Viewer.
Note: If still the issue persists, login to the computer in normal mode and then check if there are events created under Event Viewer. Follow the steps to collect the logs under Event Viewer:
- Go to the Start, in the search box, type Event Viewer. This will bring up the Event Viewer tile, Click to open the Event Viewer.
- In the left pane, expand out Windows Logs. Click on Application log and highlight the first event in the log and use your arrow keys to scroll down.
- Most of your event will be Information. You may see Yellow Warnings or Red Errors. If you see any red error, you can double click on it to bring it up and copy the contents to a document. You can post events in the next reply.
