As per the issue description, I understand that your Philips SHB7000 Bluetooth doesn’t work with your new Windows 8.1 computer. The headphone works fine with Windows 7 computer. Also, you’re not able to update drivers.
I would appreciate if you can provide us the following information to help us understand the issue better.
- What is the make and model of your new computer?
- Is this issue confined to this particular device? Are other Bluetooth devices working fine with the computer?
- You mentioned that you’re not able to update drivers, do you get any error message when it fails to update?
- Which security software is currently installed on your computer?
Philips SHB7000 headphone is compatible with Windows 8.1 and it should work fine in normally, however if the appropriate driver is not installed properly the problem may appear.

Method 1:
First, I would also suggest you to run Windows inbuilt Hardware and devices troubleshooter to get the problem automatically detected and fixed. Follow the steps below to run Windows hardware and devices troubleshooter.
- Press Windows key to launch the Start screen.
- Type “Troubleshooting” without quotes and click on Troubleshooting.
- In the new window, click View all on the left pane.
- In the list of options, click on Hardware and devices.
- Click Next and follow the on-screen instructions.
Method 2:
If this issue is not restricted to this particular Bluetooth device, none of the Bluetooth devices are able to pair and work fine with the computer, there can be possibility of Bluetooth Support Service disabled. Make sure that the service is started and set to Automatic.
Follow the steps below to do so:
- Go to the Start screen.
- Type “Services.msc” without quotes and press Enter.
- Right click on Bluetooth support service and click on Properties.
- Set the Startup type as Automatic and then click Start under Service status.
- Click on OK.
Method 3:
If the issue persists, check uninstalling the Bluetooth driver from Device Manager and reinstalling the latest compatible driver downloaded from the computer manufacturer website.
- Swipe in from the right to bring up the charms and select Search, and search for device manager. Open Device Manager from the search results.
- In Device Manager, expand Bluetooth, and look for a device with a name starting with Broadcom, Intel, or Qualcomm Atheros (these are the major radio manufacturers). Check the website of your radio manufacturer for driver updates.
- Right click the Bluetooth adapter and Uninstall
- Restart the computer and check.
On restart Windows should automatically try to install the appropriate driver. If Windows fails to identify the appropriate driver for the Bluetooth adapter and install automatically, download and install the Bluetooth adapter driver from computer manufacturer website.
