Hmm... You may want to do a search for some SCCT specific sites, where you may find more details
on the games issues, as there may be something more than the noCD fix that I've forgotten about
since installing on Win7 64bit, and to get this game going.
- Reinstalling the game, and replying the two noCD fixes (or trying another one of the SplinterCell3.exe
options, with the big fix) may help (I would also avoid running the SC3UpdateLauncher.exe while on line, especially after the 'fixes' are applied).
The problem could be from one of the msv . . .dll files in the games install folder being corrupt (they are required to access the relevant C++ library ).
- It's also possible the C++ library that is required is corrupt, so reinstalling the 2005 version that MS
makes available may help (I'd leave any sub-versions that have been installed and are not available for download).
I would think that as the game has no C++ installer it does not require one of the other versions
of C++ that software often installs. ( I have four different version numbers of both X86 and X64
2005 C++ installed. No idea which software or game installed them).
So as long as you have both the X86 and X64 versions of C++ 2005 provided by MS on the download
page I reckon the game should run.
- It is also possible there is a software conflict that is causing MS to throw out this C++ error.
Running from Clean Boot may help isolate a Services or Startup programs issue.

Just as a btw technicality. Win7 has three versions of DirectX, 9-10 & 11, and this game uses one
of the olderDirectX9 files.
Neither DX or C++ are cumulative. All versions are necessary (depending on the installed software).
However, there have been no new DX files for Win7 since June 2010 (xxxx _43.dll) ,
but some games may install a modified version of a d3dx file in the games install folder.
