How to use favorites/bookmark to save websites you like?

The ability to store your favorite Web sites on an Internet browser is called bookmarking. When you bookmark a Web site, you are adding its URL to a list of favorites that you can refer to again and again any time you want to visit them. With Internet Explorer, there is no limit to the number of bookmarks you can make.

To view your favorites/bookmarked websites on Internet Explorer follow the steps below.

To view your favorites, swipe up to bring up the app commands, and then tap or click the Favorites button Favorites button. If you have your favorites organized into folders, tap or click the Favorites dropdown menu and select a folder to view it. Tap or click any favorite to go to that site. In the

desktop, tap or click the Favorites button next to the address bar to view favorites. Tap or click any favorite in the list to go to that site.

I know how to save my bookmarks, I want to know how to move the ones I use most to the top of the list. I have tried clicking on them, holding the button down and trying to move them, but they stay in the same place. I use to be able to move them around, but now I can't and don't know why. I am using Win 8.1, and Google chrome.
