Windows 8.1 The Proxy Server keeps turning itself on.

I have been battling this for weeks.

I get on my computer, and it is not connecting to the internet, I go into my PC settings, Network, Proxy, and find the Proxy Server On, I turn it off. No sooner have I turned it off it turns itself back on. I turn it off again, blink twice, its back on again.

What is happening and how do I get it to stay off?

    Just got this system about 3 weeks ago - had windows 8.1 (not update) on it and having the same problem.  Can turn manual proxy server off and it will work for awhile but it kicks itself back on.  Have tried the above options with no luck.  The only things I have installed on the box is Skype and Office365.  This has been happening since I took pc out of the box.

    Hey, I still have the problem everything I untick the use a proxy server it automatically turns itself back on. Extremely confusing is there any other way to get rid of this problem for good as it's been occurring since I got my laptop with windows 8.1.

    Same problem with me. I checked the Task Manager for any unusual process, as many recommended it could be a virus. I have disabled all external applications on my Dell Inspiron running Windows 8. Is there a permanent fix to this problem?
