I have been battling this for weeks.

I get on my computer, and it is not connecting to the internet, I go into my PC settings, Network, Proxy, and find the Proxy Server On, I turn it off. No sooner have I turned it off it turns itself back on. I turn it off again, blink twice, its back on again.

What is happening and how do I get it to stay off?

I just had this problem and dealing with this the last 4 days.  Go into you computers settings.  Click on PC Settings.  You will see proxy settings on your right hand side.  Turn off Proxy in the auto.  It should be about half way down the page.  the top of the page should have what your server is.  Turn those back on.  Your firewall may have turned off those and turned on your Proxy server.

This solution does not fix anything...

netsh winhttp reset proxy gives "direct access" as result but when I go back to my internet settings it is ticked on again and I can still no surf any websites.

    Hi John,

This issue could be due to various reasons. I would suggest you to reset all proxy settings and see if it fixes the issue.

Type command prompt in the start screen.

    1. Right click on the command prompt and select “Run as administrator”.
    2. Type the below command and press enter.

    netsh winhttp reset proxy

You may also reset Internet Explorer settings and see if it makes any difference.
