Several Processes Delaying Logon

I have a problem with slow startup; specifically, logon.

Boots quick, sits at Welcome screen for about 30 seconds (on an SSD), everything after that is also quick.

Event Viewer shows:

1.4s delay

This application took longer than usual to start up, resulting in a performance degradation in the system startup process:

     File Name        :    MsMpEng.exe

     Friendly Name        :    Antimalware Service Executable

     Version        :    4.6.0305.0

     Total Time        :    1480ms

     Degradation Time    :    618ms

     Incident Time (UTC)    :    ‎2015-‎04-‎21T14:07:30.562400100Z

0.5s delay

Application of machine policy caused a slow down in the system start up process:

     Name        :    MachinePolicyApplication

     Total Time        :    575ms

     Degradation Time    :    364ms

     Incident Time (UTC)    :    ‎2015‎-‎04-‎18T09:37:42.562400100Z

11.7s delay

Application of user policy caused a slow down in the system start up process:

     Name        :    PreShellInit

     Total Time        :    11739ms

     Degradation Time    :    11219ms

     Incident Time (UTC)    :    ‎2015‎-‎04‎-‎16T22:42:38.578000200Z

Please keep in mind, all Group Policies have been reset (http://www.sevenforums.com/tutorials/214461-local-group-policy-reset-default.html).

All unnecessary startup items have been disabled from Msconfig and Autoruns.

However, none of this explained the 30~40 second delay. So I installed Performance Toolkit and ran a boot trace. As you can see there is a whopping huge block of ABSOLUTELY NOTHING going on for almost 30 seconds during logon.

In summary:

2s delay before WinHttpAutoProxySvc starts

24s delay before PcaSvc starts

5s delay before Appinfo, AeLookupSvc & WSearch starts

Can someone tell me why are these things sitting around twiddling their thumbs, generally being stupid, delaying my startup and how to make them stop doing that please? Thank you.

    I came across this other person who created another standard account, logged into that, restarted, and that fixed the issue. Didn't work for me.

    Found out it was Teamviewer and Office Software Protection Service slowing things down. Set the first one to Manual and second one to Delayed Start fixed it. Everything's zippy again.

    Microsoft: If you're going to stick anti-piracy measures on your **** at least do it properly.

    Glad to know that you are able to identify the issue.

    TeamViewer is a third party application. If you are facing any issues due to TeamViewer Software. Then I would suggest you to uninstall TeamViewer.

    Hi Nicky,

    Thank you for posting your query on Microsoft Community.

    This issue might have caused to unnecessary programs running while booting and loading up the drivers.

    To assist you better, I would require the information:

    Did you made any changes to the computer prior to the issue?

    Method 1

    I would suggest you to run the Fix-It. System Maintenance Troubleshooter will troubleshoot with the system and it will diagnose the exact issue.

    If the issue still persist, refer to below method.

    Method 2

    SuperFetch simply preloads and makes programs you use more often quickly to access. It also enables background programs, defragmenting for example, to run in the background while you do your work.

    It will keep tracks of the programs you use more often and stores them in the RAM so that they can be accessed within a very short time than usual compared to if it were to be accessed from the hard disk.

    1.  Press Windows Key + R Key.

    1. In the Run box, type “Services.msc” without quotes and hit on Enter Key.
    2. Search for SuperFetch.
    3. Check if it in running or not.
    4. If it is not running, then turn it on (Automatic setting).

    If the issue still persist, refer to below method.

    Method 3

    I would suggest you to boot the computer in clean boot.

    NOTE: A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot. You must log on to the computer as an administrator to be able to perform a clean boot. Your computer may temporarily lose some functionality when you perform a clean boot. When you start the computer normally, the functionality returns. However, you may receive the original error message, or experience the original behavior if the problem still exists. If the computer is connected to a network, network policy settings may prevent you from following these steps.

    Once you perform clean boot do refer to the section “How to reset the computer to start normally after clean boot troubleshooting” to boot the computer in normal mode.
