Windows 8.1 speech recognition training error - [SOLVED]

When I click on "train your computer to better understand you"

I get a window that says:

speech training error

Speech training is not configured properly. Is go to the speech recognition control panel, click on advanced options and set Microsoft speech recognizer 8.0 for your system language is the default recognizer.

When I follow these instructions Microsoft speech recognizer 8.0 for Windows (English – US) is already selected and is the only item that can be selected.

I ran sfc /scannow

the CBS.log file contained in this line:

The same entry is true for the folder C:\WINDOWS\System32\Speech\Common

example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not

supported in offline servicing scenarios.

When I looked at the owner for the folders it states it is trusted installer, what should it be?

Windows was preinstalled by Dell on this Dell XPS 18

all updates have been applied

Plantronics gamer 780 USB headset (which works fine with Dragon naturally speaking premium version 13)

Any ideas?

Thank you for the reply, this morning I downloaded the 8.1 ISO using the MediaCreationTool and then ran the setup. When I ran sfc /scannow after that it returned:

C:\WINDOWS\system32>sfc /scannow

Beginning system scan.  This process will take some time.

Beginning verification phase of system scan.

Verification 100% complete.

Windows Resource Protection did not find any integrity violations.

So that hurdle has been jumped :)

The training error is still present but I'm getting there. 

I will now attempt your suggestions for speech. Thanks again.

EDIT: unfortunately neither of these worked for me.

Edit 2: what worked for me was to go into advanced speech options and create a new profile. I set up the microphone again and then clicked "train profile" and training opened just fine. I had two separate problems that seemed like they were related but were not.

    I appreciate all your efforts towards resolving the issue.

    In order to understand the issue more clearly, I would request you to kindly provide me with the following information.

    1. When you say “****When I looked at the owner for the folders it states it is trusted installer”, which folder are you talking about? Is it C:\WINDOWS\System32\Speech\Common or some other folder?
    2. Are you still experiencing issue with Speech Recognition after performing sfc/scannow in the system?

    There is a possibility that this issue might have occurred due to system files that have gone corrupt in the system.

    I would suggest you to try the following steps and check if it helps.

    Step 1:

    Just to make sure, try changing the location again making sure to reboot both after changing it away from US English and then again after you have changed it back before trying any Speech Recognition at all.

    If that does not work, a user on another link has mentioned  that he had success by adding a startup entry for the CTFMON utility to a common location for startup in the Registry. Here's the fix he mentions.

    1. Start Regedit.
    2. Go to

    \HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run 3. Right click the right pane and select "new string value". The value name can be default. 4. The value data should be set to "ctfmon"="CTFMON.EXE"

    I find that an interesting fix, as ctfmon.exe is a process I generally associate with some MS Office versions Language Bar & special input settings.

    Since the edit is easy to undo (simply delete the entry you created if it doesn't help), it shouldn't hurt to try.
