Removing A User Account Win 8.1

I removed a user account via PC Settings etc and restarted, logging into another account that had admin rights. I had opted for Windows to delete all that user's files, but it did not do that.

So I opened a file manager, made everything visible and began a mass delete. When it finished, there was one file left, but it could not be deleted because its name has 261 characters!

It's in C:\users[userid]\appdata\local\packages\winstore_cw[random characters]\localstate\cache\0\

How do I get rid of it?

P.S.: Why didn't Windows delete any files as I had asked when I removed the user account?

    I suggest you to go through the steps provided in the link given below and make sure that you have followed the exact steps as in the link when you were creating an account.

    If you have done the exact steps, then perform disk cleanup to remove unwanted files and folders.

    I think we have lost sight of my original question, so please allow me to restate it.

    I logged into a user account with admin rights and went through the procedure (via PC Settings) to remove a second account. I opted to have Windows delete all of that user's file. But it did not do that.

    Why not?

    I apologize if my original question was not clear.

    Hi JuanWei,

    Thank you for replying back with the detailed steps you performed and sorry for the delayed response.

    Let me tell you that the files in the path C:\Users\Pelit\AppData\Local\Packages folder stores the user configuration settings for all of the installed Modern UI Apps. That’s why it remains in that particular folder. However you can delete that files manually. Please follow the below article and refer to the solution given by EmanuelNeagu on January 10, 2014.

    Why do you want me to create a new account?

    Here are the steps I took to remove the old account (call it "JohnDoe"). Logged in an admin-level account, not the one I wanted to remove.

    Settings > Change PC Settings > Accounts > Other Accounts

    Select the account to be removed. Click Remove. Select "Delete Account and Data". 

    That implies that when I look at C:\Users, I will not see the JohnDoe directory. But it was there. I rebooted and it was still there. I removed it manually with a file manager, not DiskCleanup -- it seems to go after things I don't care about and executing the equivalent of "delete all recursively" from C:\Users\JohnDoe seems to be simpler activity.

    As I said, I was able to completely remove C:\Users\JohnDoe once I had renamed a directory in the path whose name has too long.

    (Not to be disrespectful, but reading your response leads me to believe that you did not completely read my posts.)

    Aha! I misread the error message! It wasn't the NAME that was too long; it was the PATH. I shortened the name of the winstore_etc directory and was able to delete the file in question1

    But I'd still like to know why Windows didn't do as I had asked.
