Registry Filled with Disable Anti Spyware

In my registry editor, under windows defender, there are these: 

Name                                   Type                            Data

DisableAntiSpyware         REG_DWORD            0x00000000 (0)

DisableAntiVirus              REG_DWORD            0x00000000 (0)

and a bunch of other items I have no idea what they do. I know that (Default) is the only one that is suppose to be there. How do I delete them? I think my 

computer might be infected because whenever I try to open Windows Defender, it says:

'Windows Defender is turned off by Group Policy

If you're using another app to check for malicious or unwanted software, use Action center to check the app status.

To allow Windows Defender to run, contact your security administrator to enable the program via group policy."

I just want my computer to run safe and be protected. Help please.

EDIT:

It also won't let me turn on 'Spyware and unwanted Software protection' and Virus protection.

    I think I do have it connected to my laptop, or at least I tried at some point.

    When I go to my action center, the buttons to 'Turn On Now' are grayed out and will not allow me to press them.

    All I have, that I know of, and ever had on this computer has been Windows Defender.

    Before this, we should make sure your PC don't have remnants of any previous antivirus. Please run AppRemover and clean everything it finds. Additionally, open this article and run the removal tools of all the antiviruses you previously had in your PC:

    • What is the error message you get when you say “It also won't let me turn on 'Spyware and unwanted Software protection' and Virus protection”?
    • Do you have multiple security software installed on the computer?

    First of all, those two and all other entries are valid, in fact, they are required for Windows Defender's proper working.

    Try these steps:

    1. Press Win key + R. This will open Run dialog.
    2. Type 'gpedit.msc'. This will open Local Group Policy Editor.
    3. Navigate to Computer Configuration -> Administrative Templates -> Windows Components -> Windows Defender.
    4. Right click on 'Turn off Windows Defender' and click on Edit.
    5. Click on Disabled and then on OK.
    6. Restart your PC and try opening Windows Defender again.
