Has the account used the O365 mailbox before? Did the problem occur suddenly, or did it occur the first time you used your mailbox?
According to the error message, please contact your Microsoft 365 administraotr and check the following point:
1.Please check if your account has a valid license.
2.If the account has just been assigned a license, you need to wait for a while, and the system will automatically create an mailbox for you.
