Windows 7 is stuck at "Windows is Loading Files"

I have a Dell Vostro 3700 laptop. It is my work computer and has Symantec Endpoint on it. The other day I was using it for work and it just went black (still running, but black screen). I had no choice but to power it off. Since then it has not been able to restart into normal booting - it just sits at "windows is loading files", for hours! I have run diagnostics and it came back "Boot sector for system disk partition is corrupt" and "error code 0x490". I have tried loading in safe mode, it still sits at the WILF screen. I tried the Windows operating disk, and system repair - it says it can't automatically correct the problem. I am wondering if it will work for me to do the bootrec.exe/fixboot in the command

prompt? or is there a better option?
