I am having the same issue. I am on a Razerblade Pro and only has USB 3 ports. I did not think that would matter but the only thing I can think of at the moment. When I connect a regular xbox 360 controller into the port using the xbox controller drivers everything works as expected. 2 different brand xbox360 controllers work OK but not the wheel. I submitted a ticket to Thrustmaster a few days ago. No answer yet.
Thrustmaster Ferrari 458 italia not recognised. Error Code: 28.
I bought a ferrari 458 italia about a year ago for playing on my Xbox 360 and laptop, it works fine on my laptop and Xbox but I recently bought a new computer and wanted to play euro truck simulator 2 (I played this on my laptop) but when I plugged my wheel in windows said that there were no drivers found for it. I thought that I would just go to the Thrustmaster website and download the drivers, it told me to download this: http://www.microsoft.com/hardware/en-us/d/xbox-360-controller-for-windows
I downloaded this and installed this and it still wont work. I have looked on the internet to try and find other drivers and seeing as this device should be PnP I don't know why it isn't working. I also looked at my optional windows updates and installed those, restarted and tried it; it didn't work. Please help as this is very frustrating
It is probably worth noting that when i made windows troubleshoot it it said:

2014-03-09T22:20:36+00:00 I have Found out why the keyboard and mouse stopped working, it is because the USB ports they were plugged into (the ones i plugged it back into) don't work any more, this includes two ports on the back and one on the front of my case. As they are all USB 3.0 it would be nice if your could respond with a solution to fix these as i am having to use my USB 2.0 ports. As for the steering wheel it still does not work so a further solution would be much appreciated.

2014-03-07T16:56:02+00:00 Thanks for responding but i think it got worse! i uninstalled the drivers as you said and restarted when it rebooted it did not reinstall the drivers and i couldn't use my mouse and keyboard(as they were usb, i am using an old ps2 keyboard). I have just looked at my device manager and it looks like it has reinstalled them but my keyboard and mouse do not work, i have unplugged and reconnected them and still nothing any suggestions?

- How is Thrustmaster Ferrari 458 italia connected to your computer? Is it connected through a USB cable/port?
- What is the make and model of your new computer?
- What is the exact error message that you receive when you plug this device to your computer?

If Thrustmaster Ferrari 458 italia is connected through a USB port on your computer, you may refer to the following information.
As all the hardware devices have drivers associated similarly USB devices also have it. Sometimes proper drivers do not get detected after the initial installation so reinstallation of the drivers helps resolve the issues.
You may check after uninstalling and reinstalling the USB drivers if you are able to connect. You may disconnect all USB devices and then perform the following steps:
- Click Start, and then click Control Panel.
- Click System and Maintenance, click System, and then click Device Manager.
Note: If Control Panel is in Classic View, double-click System, and then click Device Manager.
If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
- In Device Manager, double click to expand "Universal Serial Bus controllers", right click on the Host Controller, click "Uninstall" and click "OK".
Check if at all there is an exclamation mark along the driver, it suggests issues with the driver installed.
- Repeat the step 2 to uninstall all items under "Universal Serial Bus controllers".
Then, restart your computer and Windows 7 will reinstall all USB controllers automatically.
