Windows 8.1 VERY VERY slow

I have searched through the discussions and can not find a fix for my problem. When I say slow I mean it took me 5 minutes to click restart. Its like it is working but slower than a snails pace. I was able to open clean boot and get to command prompt. I tried running sfc /scannow but got an error saying There is another repair pending and to restart to complete. I have done this many times and still the same error. I also tried the dism online health check but got error about not correct path. I looked around and tried changing the path but still no luck. I have been unable to run virus scans, the task manager will not open. What can I do to repair this? There is so much info on this laptop I cannot start over. The laptop is Dell Inspiron 5521 15r touchscreen running Windows 8.1 pro 64 bit.

    Thank you for posting your query in Microsoft Community.

    I understand that you are getting a slow performance issue with the system and I appreciate your efforts taken to resolve the issue.

    No matter how fast or shiny computers might be when they're new, they all seem to get slower over time. That state-of-the-art PC you bought last year might not feel like such a screamer after you install a dozen programs, load it with antispyware and antivirus tools, and download untold amounts of junk from the Internet. The slowdown might happen so gradually that you hardly notice it until one day your system stops responding.

    So, I would suggest you to try the following methods that might help you to optimize your windows for better performance.

    Method 1:

    I would suggest you to run the System Maintenance troubleshooter and check if it helps.

    a) Press the ‘Windows + W’ key on the keyboard.

    b) Type troubleshooter **** in the search box and then press ENTER.

    c) Select Troubleshooting. Click on view all and select System Maintenance.

    d) Click next and follow the on-screen instructions.

    Note: I would suggest you to disconnect all the external devices other than mouse and keyboard and check if it helps.

    Method 2:

    Delete programs that you never use. Maybe you thought you might use the software someday, but never did. Uninstall it and see if your PC runs faster.

    I see you have already tried the Clean boot process while troubleshooting which concludes it not to be an issue due to some third party software conflict.

    Method 3:

    Optimize your drive for better performance. Refer to the following link to optimize or repair your drive.

    Important: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.

    Method 4:

    If your PC is running slowly, it's possible that it's infected with a virus or spyware. This is not as common as the other problems, but it's something to consider. Run the Microsoft Safety Scanner for check for any viruses/malware on the computer. Refer to the following link:

    Note: The Microsoft Safety Scanner expires 10 days after being downloaded. To rerun a scan with the latest anti-malware definitions, download and run the Microsoft Safety Scanner again. Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.

    Hahahaha!

    I love these guys, in this instance Harkanwar Singh.

    Trouble is, they live in very poor countries for the most part and they are told to stick very closely to a script... they are presumably monitored "for compliance" very closely and it would not be in their interests to depart from it.

    The fact of the matter is that Windows has always been utterly dreadful, and from circa version 8 it has really descended in the Lower Depths...  the primary design element of any OS should be that it "operate" (at a reasonably fast speed).  The clue is in what the acronym stands for: "Operating System".

    The heaps and heaps of junk which has been Ballmer's legacy at the helm of this purveyor of z-grade software is what slows things down.  Most of the time not only can you not remove things that are cr@pping up your system, there's also no way even to find out what is actually holding up processing speeds, I/O processes, etc.

    There is an upside: Micro$oft "operating" systems are fast becoming unusable.  There is one word these greedy people don't ever want to hear: Linux.

    I'll say that again: LINUX, LINUX, LINUX.

    The ONLY thing that is keeping me from switching over 100% of the time is the Dragon Naturally Speaking app can't be run on Linux.  Presumably M$ are giving them a huge kickback to confine it to their platform.  Well, sooner or later an open-source alternative for dictation will come along: there is in fact a very powerful incentive: the M$ "operating" systems.

    ARE YOU FRICKING KIDDING ME!!!!!!!!!! You are obviously NOT reading what I have written. In my first post I stated that I already tried dism commands and got an error message. Please, CAN SOMEONE ELSE WHO CAN READ HELP ME?
